Dorothy was not at all sure why she'd been included in this meeting.
As far as she could tell, it was an entirely standard-procedure briefing on the state of the empire, with representatives from the major cities and towns of each of the four countries of Oz gathering in the Royal Conference Chamber at the Emerald Palace to inform Ozma and her officials of important current events. It was mostly policy and dispute settlements, and almost never anything Dorothy could remotely call interesting. She'd yawned once, about twenty minutes in, and Ozma had given her a look that she was positive would show up in a nightmare later that night.
Sure, it had been a while since she'd actually spent much time in Oz, and sure, it was nice knowing what was going on, but to be perfectly honest (and Dorothy always was), nothing much ever changed in Oz anyway, so what was Ozma so ticked about?
Maybe Jellia had spilled the beans about her unexpected return visit just after the last time she left. If Ozma found out she'd brought a stranger to Oz, one who hadn't come by accident, that'd certainly explain her current foul attitude. But it had been a few days into this trip already, and surely if the Empress knew, she'd have said something already? Glinda had kept her mouth shut, that was for sure. Especially with regard to all the myriad questions Dorothy had asked.
Her mind buzzed with them, and the longer she stayed in Oz, the worse she wanted to know the answers to each and every one. Deciding she'd rather be bored to tears, she tried her best to concentrate on what the mayor of Munchkinville had to say, and turn her brain off as much as she possibly could.
