When you consider the manhours and effort used to track down two men who stole a rock that could fit into your hand, you realize people are more interested in preserving their memories of a monument than that little term they call "justice"... I wonder how many kidnapping victims will go unfound in the amount of time the officers could be focusing on saving lives instead of preserving their memories. Ironically, if the Loch Ness monster were harpooned and brought into port for everyone to gawk at, no one would even so much as receive a slap on the wrist XD
