Problem with PSP8

sorry I'm french, so my english sucks...=_=
I use PSP8 in order to make icons, but I see the others make white borders effects like that (around the character) : http://i166.photobucket.com/albums/u98/Gouki_2007/kon.png or shdadow effetcs around the characters (like that : http://i45.photobucket.com/albums/f98/memoryblade/100_challenge/weapon.png )
How can I achieved this kind of effect with Paint Shop Pro 8 ?
