I can also tell you that you CAN currently create a 'basic' account community, but you can not create a 'basic' account for a personal one. The new account creation page is pretty freaky, and the third stage is "Upgrade" with a big button to click to get a paid account, and a little tiny text link for 'no thanks' -- how nice...
