XD I think the disregard of modesty depends on what part of the country you're in. There's quite a few texts that date even as far back as the Meiji Period that say the opposite about Tokyo or at least the heart of the city. Not that some people don't do it anyway, but it seems like there's more opposition due to the code of conduct that was released in the Meiji Period and revised up through WWII. It probably has more to do with Tokyo being seen as more of the face Japan shows the world internationally since it's the capital. For instance, one author in around the Taisho Period had written about how disgusted he was to see a man changing on a train car and regarded it as completely uncouth and even barbaric. It's interesting. One of my favorite things to learn about is how the profane gets juxtaposed to other things in the country. Like shrines and temples in Asakusa being so close to Kabuki-cho and the licensed quarters to the point that people during Edo Jidai used to stay over at the temple on their way to do "things".
