I don't think you're a bad teacher.
I teach children with disabilities. Let me say that I commend you for going into teaching, especially in your area. I was going to move to NY and had looked into some teaching jobs in the area.

I haven't really taken a long time to think about this, as I'm working on lesson plans too. :)
But, I want to offer some advice.

When teaching the steps, you could call on different students to repeat back to you what you said. If they don't know give them the option to "pass." But when the correct answer has been given they need to be listening because you'll call back on them to repeat it. I do this with practically everything because most kids have auditory processing problems and trouble following directions.
Do you ever use cooperative learning groups? I find this to be very effective.
Also, at the beginning of class you could give them some problems in groups and give them 10 minutes or so to work together if you have to take roll.
I always give the kids about ten minutes to start on homework at the end of class so everyone has something to turn in the next day. I can also help them if need be, since most parents don't. And I ask that they have separate homework folders as well to help with organization.
