Central D.C., right around DuPont Circle (lovingly referred to as the Fruit Loop) has a ton of EXTREMELY good restaurants. Also, it's the best place in D.C. to get your hair cut.
If you're in to monuments, go crazy. They never were my thing and as such, I never went. I do recommend the Smithsonian, however.
If you can help it, don't drive. Use the Metro. Driving in D.C. is pure hell.
Land in DuPont Circle and explore is the best advice I can give. D.C. has a ton of cool little places, but you'll have to be willing to walk and scout 'em out. It helps that, once you get away from the ugly-ass statues, the city is really quite pretty.
On weekdays, the Metro shuts down at about 12:30 am. Plan accordingly. Taxis are expensive. Of course, one rip-roaring bender is totally worth it.
If you can, get up to Baltimore and go have crabs. They're delightful. I can also shoot you to a swing dancing class and you can say hi to a bunch of people I haven't seen in about two years. tee hee.
