On that date, nominations will be open for anyone who has registered for membership in the voting community, whether by LiveJournal account, Facebook, Twitter, Google, or OpenID.
If you are not yet registered to vote, click on the appropriate account type above to apply for membership in the community. Make sure that you validate your email address and also include a website link to your furry homepage on your account profile, otherwise your application may take more time to process or even be rejected.
