How much would you say it cost compared to making a mold out of resin?

It's an expensive start up cost, but pays for itself over time.
If you just want to make one head, stick with resin or foam. It's cheaper to do one or two resin casts that it is to invest in a vacuum form system.

Here's a breakdown of costs:
Vacuum form table was ~$180
Heating element box was ~$160
Shop Vac ~$150-200

So you're looking at a startup of $500-600

However! Once you have the system, you can buy plastic sheets relatively cheaply. The ABS plastic I use is about $5 per sheet... so I can make many casts fast and cheap.

If someone had their own mold, would you be willing to make casts for them of it?

Possibly. The Mold has to be very specific size and shape. If there are any undercuts, the mold can be damaged or destroyed upon removal.
