Couple questions for the artist out there

I was wondering if the tattoo artist in here would give me some info.

I ask once before about a location for a tattoo and think I described it wrong I said wrist when I meant up the arm just above the wrist. Is this a alright place for a tattoo to be done and how well does this location hold the ink?

Also what is the color closes to woad? I've read that indigo is the color. Does that sound right?

And last any advice on white ink tattoos. Thinking ahead I might want my second tattoo to be a simple white ink tattoo around the ankle.

What is the best way to find a competent artist to do the work? I live in Utah if anyone could point me towards a good person.
