Bureaucracy abroad

I spent the day at a
hospitalin rural Kenya having the same conversation I've had at hospitals all over
New York:

"We would like to do a study/collect information to help your facility
and your patients."
"Oh my: we really do not have time to assist due to a staff shortage"
"(But legally you have to give us the data/We pay for this program you
must give the data"
"We are very concerned about patients confidentiality"
"As are we: we will not collect names and destroy identifying information"
"We still have a staff shortage and so no."
"We will send our own staff to abstract in that case"
"Okay, fine then"
"Thank you so much for your cooperation in this important work. We
look forward to working together with you to best serve the community
and improve the quality of care"

Thank goodness for so much practice in this.
