They're not chimeras. They're called Pokemon. Mustang was holding on to that one for me for a while and "forgot" to tell me it evolved. [He's glaring at you because of that smirk you're wearing. Apparently everyone enjoys themselves when they see Ed in pain. I know I do.]

Yup. It happens to most Pokemon. Some do that after you train them and they grow to a certain point, others use certain rocks, and I think you have to trade for some others too.
[The last time someone did that, he nearly pulled a gun on you. Let's not go there again, shall we?]
It certainly seems to be taking this one awhile to evolve. [Wait, where did it go-- Oh, there's that bat. It will just perch itself on Archer's shoulder and shriek in greeting at the Gear. Archer shoos it away with a frown.]

Just keep working with it. I'm pretty sure that one doesn't need anything special.
