The fact that you play CoH shouldn't surprise me seeing as I came here checking for YA fics ;)
Anyway, I'm not super tech-minded but heres what I've got for ya.
Part 1: The basic drivers that came with my computer (which has 64 bit windows 7) are up to the task of running CoH even with the shiny new ultra mode. My first thought would be to go into your device manager and have the automatic windows check update your drivers. This should put you back to the factory defaults, and even if it doesn't work this is probably a good place to start from. Your new error message sounds like a driver conflict, and sometimes that is a problem with brand new drivers, they haven't had all the kinks ironed out yet.
Part 2: I just upgraded to my new computer recently and wireless was giving me HELL! Lag and disconnects were pretty rampant. If you are on wireless, once you get the driver issue resolved (so the city will at least start, even if it still mapserves left and right,) try hooking directly into the modem/router with an ethernet cable and see if the problems persist. This is the solution I had to use for my wireless issues as neither a new router nor new wireless card helped any. For unknown reasons, the wireless issue was inconsistant. Every time I would try something new, it would work for a day or two and just deteriorate back to being unplayable. Since getting a cable running directly to the router, things have been running well.
