The prison's at least easy to figure out: the deities just like making everyone as miserable as possible. I guess that can extend to what's been going on, with the murders, lately, but it seems like there's an ulterior motive for that.

Lasting property damage in this place has to have a better reason than that. They're protective enough of other facilities, why would they suddenly decide to blow one up?

It does seem like there's something more personal going on with the murders.

Energy in a closed system is conserved. If there's an input to the clock, there's got to be an output. Maintaining balance in a constant state of flux on this scale is a massive operation.

If the deities really are gods of some sort, they're outside the system and aren't subject to its laws. Why bother with the citizens, then? If they're not, that means they're part of and manipulating that balance somehow. And that they're fallible too.
