Is it something anyone can do? There seem to be varying degrees of that chakra stuff that ninja I know are aware of. Some haven't mentioned that at all.
Ninja in my world come from another country and protect royalty. But I've only met two, I don't know what the rest of them might do. My country relies on the military to do the fighting but half the time they end up killing an equal number of their own citizens as they do an opposing nation's. I guess we were at civil war for a long time too.
Everyone in my world is born with chakra and you have to train to learn to control it and increase it to become more powerful. Some people aren't so good at it; others could be good but might not work hard enough. The main thing is wanting it, the rest will follow if you want it enough.
Sounds like they're due for an uprising if they carry on like that.

That makes sense. It's similar to regularly exercising a muscle, in some ways. Do you know if the development of chakra changes anything in the physiology? If someone's chakra is weak, is their physiology negatively affected by it or is it just that they don't have the power that someone with stronger chakra would have?

Our military is such a part of our home that I don't think it'll go that way for us. At least, I hope not. We get dissenters, who become missing nin, -Sasuke. Itachi.- but our village is founded on protecting civilians and protecting each other. The big clans, who are usually shinobi-based, have been around nearly as long as Konoha itself. I don't think we could cope with such a harsh life if there wasn't the backbone of support and camaraderie that makes Konoha what it is.
