The Master needs to be reminded he isn't completely in control of his life anymore, let alone other people's. I thought a less inhumane version of a shock collar (though he might one day need something like that; escalation's a tricky game) might be some kind of neural trigger collar that causes him to sneeze uncontrollably every time someone says "sit". Only once if he actually sits.

Just. Something that lets a potential victim break the moment and regain a sense of power over him, with minimal physical harm that might come from someone yelling "sitsitsitsitsit". Something that renders him almost harmless, but not totally helpless.

I may have thought this through a bit much.

Also I wasn't joking about the spritzer.
