Can all packers be attached?

So I have a question...  Are can all flat-backed packers be attatched with medical adhesive, or do they have to be made of a specific material for it to work.  My packer is made of soft skin (I believe), would it work to attach this with medical adhesive?  Also, does anybody know where I can buy medical adhesive for a decient price?  Thanks in advance!!
