It's a cultural issue. Most of Al-Queda is made up of the Pushtu tribe, which coincidentally makes up the majority of the Pakistani military *wry grin* 90% of the problems in the Middle East resulted from western countries drawing lines on maps and splitting up the regions of the various tribes, probably on purpose to weaken the governments that they had just handed back to them. Or they were just ignorant. But until you can change their cultural mindset, there is little that you can do to bring freedom and change. I joked once that we should build a nation wide wifi network, and then air drop PDA's and laptops instead of bombs. Nothing can change cultural norms as fast as unrestricted access to information and other cultures.

I dunno, the internet is pretty immerse. I've seen kids that cant read get around to the most interesting places on the web.

Another thing I remembered about Afganistan. During the Soviet invasion, the KGB used to drop antipersonnel mines disguised as children's toys in the countryside. So the populace isn't so open to the idea of freebies that come out of thin air.
