Edward Murphy, though the name is less important. The law itself is something of a saying, "things will go wrong in any given situation, if you give them a chance."

Loosely, if it can happen, it will happen, but it tends to be spoken with a negative context. "Whatever can go wrong, will go wrong", and at length, "whatever can go wrong will go wrong, and at the worst possible time, in the worst possible way".
