It's Billie Piper.
Most people know her from playing Rose on Doctor Who.

I know. She is my favorite actress only second to Jorja of course.

She also stars in Showtime's - Secret Diary of a Call Girl. Maybe that's where you've seen her. That show is seriously addictive :D
