This book is the first in a trilogy (as I understand it) and although it is mostly a character-based story, I really liked it. The setting is also an important element of the book, which makes it go from "acceptably good" to "oh, shiny". Characters are not 100% likable in every way, which is also very interesting to read.
The plot is a bit straightforward, however: someone wants to invade someone else's place and there is corruption all around. It doesn't develop a lot, but you can't have everything I suppose.
