barker9 I thought this would be easy so I figured I’d give it a try. Boy, was I wrong!
I thought long and hard and managed over twenty!
1: Clark Kent/Chloe Sullivan (Smallville)
This was the pairing I supported from the first episode of "Smallville". Chloe is the one person Clark can trust with his secret. She encourages him, even more than his parents, to try out/practice his powers. She stands by Clark and doesn't ask for anything in return and Clark needs her (she's not just his walking google) if only to be the one person he can go to about his powers.
2: Elizabeth Weir/John Sheppard (SGA)
I like the dynamic of these two. Elizabeth gives as good as she gets with Sheppard (especially in the later series) and she balances him out. She's a cool headed negotiator and he's a hot headed idiot. They just work.
3: Faith/Wesley Wyndam-Pryce (Angel/Buffy)
Not a huge following, but I do LOVE these two. I think it started the moment Faith sat on Wes' lap in 'Buffy', stuffy Wes and sex-on-legs Faith. As 'Angel' moved along and Wes' became progressively darker, I became more convinced. They could look for redemption together! It'd be a totally messed-up relationship though.
4: Harry Potter/Luna Lovegood (Harry Potter)
I think Luna compliments Harry well. They've had similar experiences and... well to be honest I just love Luna. She's a comedy genius, so at least it'd be a happy relationship.
5: John Sheppard/Lindsey Novak (SG1/SGA)
I think there's a fan base of about 4 people for this pairing, but I love it. Not only have they never met up in the series, I don't think many people remember Lindsey Novak. I could come up with loads of reasons why I love it but it really boils down to the fact I love it when the geek gets the cool kid. I am truly that shallow.
6: Evan-Marcus-Whatever his name is Lorne/Lindsey Novak (SG1/SGA)
Here's another two who have never met on screen, but for what little screen time they've had they've obviously made an impression on me. I love that Lindsey is snarky (she even snarked at the Great And Powerful Daniel JacksonTM) and Lorne has a dry sense of humor. They would brilliant together! Come on Stargate! Give us Novak/Lorne! You teased us for 10 years with Jack/Sam, give me some romance where someone doesn't die!
7: Elizabeth Weir/Ronan Dex (SGA)
Ronon would make Elizabeth lose some of that control she has and more importantly Elizabeth would let him. It's sexual tension and you can see it on the show. Well I can. Plus it would be HOT! I like to think that they're having a totally hot affair.
8: Chloe Sullivan/Oliver Queen (Smallville)
Ah.... Chloe again. I freely admit to being a Chloe multi-shipper and I found it difficult not to just have Chloe take up the list, but alas I didn't manage it (you'll see.) From what I've seen in 'Smallville', I just got a Chloe/Oliver vibe. In 'Justice' she was wearing green (Green Arrow's colours. Yes I am shallow!) and I loved the way he looked at her and called her 'sidekick'! He also listened to her and accepted what she said like an equal, accepting her as part of the team right away.
9: Chloe Sullivan/Lex Luthor (Smallville)
While Clark/Chloe is my first love, I do love Chloe/Lex. They have this strange dynamic. Chloe is intelligent enough to keep up the banter she shared with him in the earlier seasons and if Chloe was the kind of girl to go corrupt, like Lex she'd certainly be the one to keep Lex out of trouble. They'd be one power couple, alright. Even in the early seasons you could see that Lex was intreguied by her, (going to the 'Torch' office to see her, hanging out at 'The Talon') but it is not meant to be, Lex has been bitten by the Lana bug.
10: Chloe Sullivan/Bruce Wayne (Smallville/D.C Verse)
It would never work because Bruce Wayne is Batman and... well enough said. It'd probably be that they both love each other, but not enough to commit to each other and there would be meaningful, heated glances and booty calls.
11: Viktor Krum/Hermione Granger (Harry Potter)
This sprung from fandom more than 'Goblet of Fire'. I see Viktor as an intense guy and he obviously loves Hermione. It'd be good for Hermione to be centre of attention from the man she loves.
12: Cedric Diggory/Hermione (Harry Potter)
Again, sprung from fandom more than the books.One of the main reasons I'm anti Ron/Hermione, is not because I dislike Ron (I love Ron Weasley), but because I don't think Ron is smart enough for Hermione. The reason I ship these two is because I think Cedric is perfect for her- smart enough to have debates (that don't end in a screaming match with him insulting Hermione's love of knowledge) but laid back enough to let her do her own thing. He's also funny and can let Hermione know when she's stressing out about something without hurting her feelings.
13: Millicent Bulstrode/Percy Weasley (Harry Potter)
Never met in canon, but these two do intrigue me. Millicent is pretty much describe as a female Goyle but because she's a secondary character you can use your imagination. I just see these two as such broken individuals who find a future in each other.
14: Abby/Gibbs (NCIS)
I know most people see this as a Father/Daughter relationship, but I really don't. Their interactions from day one have shown that he cares about her more than he should. He brings her 'Caf-Pow'. If that's not love, then I don't know what is.
15: Kate Todd/Tony DiNozzo (NCIS)
No longer really an option, but I just love these two. I think it was more one-sided on Tony's side but the interactions these two had just made my shipper heart squee!
16: Nick Stokes/Sara Sidle (CSI)
Was my first love when I discovered fanfiction and they still hold a special place in my heart. I think Nick balances out Sara's pessimistic view of, well everything.
17: Michael Scofield/Sara Tancredi (Prison Break)
They love each other. Completely. Totally. They've risked their lives for each other and will do it again. Nothing more to be said about it.
18: Malcolm Reynolds/River Tam (Firefly)
They're two majorly broken and messed up characters and they embrace that. I just think that Mal might be the only one who accepts that part of her now. She's not a child anymore and Mal needs someone who understands the terrible things they've both been through.
19: Apollo/Sharon (BSG)
The new series has put paid to this ship, but I will continue to support it until otherwise stated. I just love the Romeo/Juliet aspect of them. Apollo would be all confused about his feelings and Adama would be all "No son of mine will be with a Cylon!" It's a match made in T.V heaven really. Shame the producers haven't seen that.
20: Freya McAllister/Brendan Dean (ThoughtCrimes)
A little known T.V pilot that stared Joe Flannigan before he became John Sheppard. I just love these two because they've got so much chemistry on-screen that you can't NOT ship them.
I did manage to get over twenty so I've got a few honrable mentions that didn't quite make it into my twenty:

Snark meets Smirk.
Sophie/Howl (Howl's Moving Castle)
Just too sweet.
Wolverine/Rouge (X-Men)
