When I was working at Gamestop (and whenever I have preordered from them), the "release dates" were actually ship dates, and I had to wait until the day after to pick up my item. Policy could have changed, but knowing how poorly Gamestop works, I'd have to assume that it's still the same.
If you preorder from Amazon and choose the shipping option that says something like "receive your item on release date", you'd get it on March 16th though.

sometimes i'm lucky enough to get the game on release day but usually it is the day after
