In WI we're really short -- my team (sophomores) are evaluating this year and competing, maybe even evaluating at State -- last year some high school seniors even did skit evals.
I don't -- Junior Classical League is even crazier, there's a quota that you can't exceed because Texas was getting so huge -- their State is bigger than Nationals. But back to FPS, it makes sense that, say Kentucky has a huge program because they have academic competitions official sanctioned by the state school system, and in Ohio everything's by district, and Australia is all one affiliate, and some places just plain have a larger population, and so on.
I would love to skit evaluate. My mom evaluated juniors at State last year - she didn't know anything about how to before the bowl - and she really enjoyed it, they were all very cute and creative.
Maybe it's Michigan thing? Though I do know that it was the first year they did that.

you can evaluate in high school if you choose not to compete and have an in with a coach/affiliate or something.
i've been in evaluation once when they were shorthanded. i competed that year and i just had to add up criteria pts to make sure they were right.
my friend george evaluated packets freshman year of college and skits senior year in high school
anyways. i want to be involved some way.
