It seems that she is actually asking if there is some way for an individual immigrant to be consistent with the transliteration of his or her name into the English. A comparison might be transliterations of Arabic into English, e.g.:

When she first makes the comment, you can hear laughter in the background, and then she clarifies her remark. Taken out of context, the comment sounds pretty bad (and her other comments, such as "you and your citizens," suggest that she does not see Asian Americans as equals), but I don't think she's suggesting immigrants change their names to Smith or Brown.

It gets better when you watch the YouTube clip that Cooky found (see comments above)... while it puts it into context a bit, more, some of her other comments are sad/hilarious...*ah well* at least we voted in an African American...
