[Background]
This...is the story of how I died. But don't worry! This is actually a very fun story, and the truth is it isn't even mine. [Personality]
Flynn is cocky in the manner of all young men who've tasted success in the real world. His multiple "achievements" in thievery are publicly acknowledged in the number of Wanted posters scattered throughout the kingdom. To top it all off, he is also aware that he is quite appealing in the eyes of the fairer sex. Suffice to say his cockiness has foundation.
Reason for his lack of regard for the law could be traced to a childhood that was humble at best. Flynn, then Eugene Fitzherbert, had nothing to his name except a name that only reminded him of the parents that had abandoned him. As he got older, he found that it was just so much easier to take what he needed; in that manner everything he could ever dream of possessing was always realistically within his reach.
This was why he chose to go under the moniker of "Flynn Rider" after his childhood hero (Flynnigan Rider) rather than stick to his real name. What could a loser like "Eugene Fitzherbert" - abandoned by family, penniless and pathetically dependent on the kingdom's charity - hope to achieve in life?
As for morals? He lives by his own code of honor which is - justifiably? - quite lax when it comes to respecting figures of authority. He is merely trying to survive in a difficult world; if his methods are a problem, then the kingdom should just hurry up and catch him.
Whether or not he's already seen the inside of the Corona prison is never stated in the movie but it might be safe to assume that he started off with petty crimes and eventually moved up to stealing high-priced targets (his most valuable target probably being the lost princess' crown). This shows that he is quite serious about being a thief and has given little thought to reforming. It doesn't help that he doesn't take the Corona guard all that seriously (with the exception of Maximus.)
In fact, Flynn barely takes anything seriously if it has little to do with himself. He has been known to take up a partner for the occasional two-or-more-man job, but his professional courtesy lasts only for as long as the necessity for a partner remains. He might not double-cross everyone he's ever worked with but he seems to decide on such things on whim. He can be quite ambivalent on the subject of loyalty.
The reason why he's lived this long despite having enemies on both sides of the law is that in spite of all his flaws, Flynn is a likeable guy. Part of it stems from his looks, which he has absolutely no qualms on exploiting. Use what you got, right? It does not take much to imagine him sweet-talking the barkeep's daughter into sneaking him out of the tavern when that group of angry-looking thugs in the corner discover their coin pouches missing from their belts.
Everything about Flynn Rider screams Sneak, but he is capable of being a decent guy. Most of his criminal life was born from necessity, and while he may also call it a great source of fun (in the way people who are talented indulge themselves in their talent - "because they are good at it"), he has yet to do anything unlawful for purely malicious reasons. So as the saying goes, "there is still hope".
As of the canon point he is taken from, glimpses of that nice guy part of him (the "Eugene" that he buried after he made a name for himself as "Flynn Rider") are beginning to resurface. He's still not too sure why he decided to share his real name with a girl he barely knows, but something about imminent death might have inspired him to "come clean". That and maybe her complete honesty was contagious.
He is still freaking over the magic hair thing. He knows hair and no matter what the girl claims, hair is not supposed to glow when one sings. (he might have gotten used to the length of it, but that is not normal either :|)
In the world he knows, he is the roguishly handsome thief who gets away with just about everything. Everything was fine up until he entered that tower and got his prize stolen from him by a girl armed with a cast-iron skillet and a frog-creature that constantly trained mean, mean eyes on him. As far as he's concerned, he's cursed. But maybe this is just karma getting back at him for all those other times.
[Specialties/Abilities]
Flynn is very capable of surviving on his own. He is fast on his feet, a quick-thinker, and surprisingly agile and limber. (This happens after his canon point but remember when he's being taken to the Hangman's noose and he sees the Stabbington Brothers in one of the cells? He has his hands chained to the back, but manages to knock down the two guards on either side of him, swing his entire body in a jump rope motion through his bound hands, and conduct a short but fierce interview with his former partners, all in a span of seconds.)
Being that he is a Wanted Thief, it also follows that he is good at sneaking around undetected.
Flynn is not extraordinarily gifted at stringing words together, but he is witty and has found that a few compliments and a smile are usually enough to get him out of a tight spot. He can be quite the charmer if he exerts himself to that end, but for the most part what he relies on most are his dashing good looks.
He tends to wax poetic around The Ladies and can come off as cheesy, but this quality could make him a pretty good story-teller.
He is not shown with any weapons but I assume he can use a dagger proficiently and possibly even carries one on his person, as per the Thief Stereotype.
He has a good singing voice too, for anyone who cares to listen.

[Other Facts]
Please don't make fun of his nose. He's a bit sensitive because of those Wanted posters.
Frog tongue in his ear is also a big no-no.
He prefers brunettes, but hey, he's not about to be picky.
