I think that he deliberately cites Banksy in a couple of the stencils that I didn't see-- so clearly an influence. I still like it, however.

Its interesting, but I like Banksy's stuff a lot more because its darkly clever and often has running themes that relate back to his views on the world. This stuff is just kind of random and attempting to emulate the Banksy style without really 'getting it'.

Banksy is a master, I think. At least of this form. This guy is a lot younger and clearly in a phase where he's spending a lot of time imitating. That seems to me okay (at least for a while). I think that you're right that one of the key differences is Banksy's darkness. This guy clearly is more interested in play than social commentary. I tend to think that if he developed that, it could be really interesting.

But it's still nice to see people making an effort. I enjoy the naive graffiti of the random English tags, but it makes the city a city to get nice attempts at stencil, I think.
