i beleieve that the arms being detached and left for the buyer to attach saves the company a significant amount of time and money. hence it being availble in the dollara store

I think you're 100% right. I'm not sure, I don't work in the industry, or anything, but I believe they haven't yet discovered a machanized way of doing this yet. ie-every doll with arms, had them manually attached by a person, who was getting paid. ie-they cost a lot more with arms attached.
