But! Lex never lets a good plan go without refining it first. There was still one thing he could do to strike terror into the hearts of good people everywhere. There was something he could do to fill their hearts with fear.
Let them have their forty cakes. When he was done, all Metropolis would have to come to Lex Luthor for their birthday candles!
