13th Proclamation: [Action]

[Sitting on a bench close to the middle of town is Neliel.  Strangely, her sword, which she usually keeps down at her side, mostly out of sight, is leaning on her shoulder and one knee is up on the bench propping it up.

As people walk past her, she gives them measured glances.  It seems as though she's looking for something...

But what?]

My name is Nel.

[This does not impress her.]

It is? That's weird. What are you doing out here?

[former_third]

I'm waiting for someone who can challenge me. I woke up today with a great desire to fight.

Ah, you wanna spar? Well I have paperwork to do, but I guess we can for a while...

[former_third]

With you? [She does seem to recall Luffy saying that he was ready to fight the Arrancar if he needed to...] Well, I won't say no to that, but that suit will likely be ruined.

All the clothes here are free so I'll just get some more.

[former_third]

Well, if that's how you want it...

[She leaps forward, drawing her blade.] Let's get started!

Heh.

[Well this should be fun. He had never fought an Arrancar before.]

Gomu Gomu no! [And then he started punching the air quickly to build up momentum] GATLING GUN! [He starts punching at her so fast that it gives the illusion of him having multiple arms/fists. And since his rubber, they're stretched fists so ya know. Twice as deadly.]

[She'd had no idea about his powers, so this comes as quite the surprise. So much so, in fact, that she needs to use one of her own specialties to avoid it...

There's a blur, and Nel isn't where she was before. Instead, she's standing right behind him, her blade heading towards his head. Sonido, the Arrancar call it.]

[Damn she's fast. Luckily though, Luffy is used to dealing with fast opponents. But he only has little time to react because he didn't think she was THIS fast. So the best he manages the do is to crouch quickly before the blade connects and rolls forward to put some distance between them. He honestly just barely dodged.]

D-did you teleport!?

Sonido. [She smirks.] I hope you weren't too surprised by it. There's much more where that came from.

[As if deciding to demonstrate, she opens her mouth wide and begins to gather in energy for her Cero blast. Want to see if you can stop her before she gets started, Luffy?]

O-oi, what's that!?

[Well, too late now!] Cero!

[A beam of light blasts out of Neliel's mouth, aimed straight at Luffy. Even if he dodges it, the subsequent explosion may be problematic...]

[Well his first instinct is to obviously dodge, but it's too much of a big blast to NOT to harm to the village. Not that he cares, it repairs itself anyway, but the people inside of it is what he's concerned about... Dammit he gotta take it]

Gomu Gomu no! BALLOON!

[He inhales A LOT of air to expand his belly in order to cushion the blast but it still does damage to him and he's blown back a good ways by the force of the attack. After that's over, he can probably be seen on the ground panting. This lady is crazy.]

[She raises an eyebrow, impressed.] I wouldn't have thought a human could stand up to my Cero. You're good.

[She steps back, raising her sword as she waits for him to stand up again.]
