too BIG BROTHER for me

SO I am being productive at work and filling in my passport information. I was issued one at the age of 15, since then its status is "lost". I guess it would not matter if you were issued your last passport before turning 16, you have to have a new one anyhow.

On the back of the paperwork it reads -
"Early in 2005, the State Department will begin issuing a new type of passport containing an embedded electronic chip and called an "Electronic Passport". The new passport will continue to be proof of the bearer's US citizenship and identity, and will look and function the same as a passport without a chip. The addition of an electronic chip in the back cover will enable the new passport to carry a duplicate electronic copy of all information from the data page. The new passport will be usable at all ports of entry, including those that do not have electronic chip readers.

Is this why it now costs $97.00 for a passport?
