The City here is run by a group of four 'deiteies' and their higher-ups. As far as I know, there's little chance to escape, but it has been done.

Recently, several other shinigami have appeared here, as well as the traitors. Abarai-fukutaichou as well as your younger sister are some of the most recent arrivals.
