Do this: Go to google news. Search for "Iraq" from 2007-2008.
You'll see a clear picture. A nation that had stabilized, and was picking up its own governance. we'd won, the insurgencies were put down, the nation of Iraq was picking up control over its own territory, and we were withdrawing troops.

Now, step to 2009.

and, up HIGH, we have Obama, in February, promising to have almost all of our troops out by august of the following year (well in advance of the agreed upon time-table).
By August, the insurgencies were back, with 2 very high-casualty attacks in August and October. Things continued going downhill from there.
Now, let's jump to Syria.
In 2011, the first protests in Syria started to take hold. The US ignored it.

The secular rebels in Syria specifically told the US that, if they didn't get support from the western powers, they would have to seek support from Al Qaeda.

Now, let's compare, a google news search for ISIS in the years 2011, or 2012 produces a tattoo Rihana got, and a supermodel of the same name.

Isis showed up on the scene in 2013 (they probably existed as an organization before that, but that's when they started getting news stories. They showed up in late 2013, in Syria, as a major force of anti-assad rebels.

At which point, they started getting access to the arms that we were sending to the people that had formerly warned us that they would ally with Al Qaeda.

The utter stupidity of blaming Bush for the rise to power of an organization that A) didn't exist until 5 years after he was out of power, B) was created in a country unaffected by Bush policies, and C) was literally provided with massive material support by the Obama administration.... Is Unique in the annals of modern doublethink.
