McClaren's first game in charge since succeeding Sven-Goran Eriksson will be a friendly against Greece on Wednesday.
The new manager, who has dropped former captain David Beckham, wants his team to play with "pace and penetration".
His squad includes four young wingers - Aaron Lennon, Stewart Downing, Kieran Richardson and Shaun Wright-Phillips.
He has also called up West Ham striker Dean Ashton and has recalled Everton utility player Phil Neville.
Neville's brother Gary is the only player over 30 in the 25-man squad.
As well as Beckham, veterans David James and Sol Campbell were also left out as McClaren looks ahead to Euro 2008, qualifying for which begins on 2 September.
One player hoping to begin his England career is Tottenham defender Michael Dawson, who was part of the squad for the friendlies against Jamaica and Hungary at the end of last season but is still awaiting his first-team debut.
"Obviously I was in the squad for the pre-World Cup games and just being a part of the set-up was great, but now I'm hoping I might get the chance to take the next step and play for my country at senior level," said the 22-year-old.
"It's an honour to have been called up. It's a fresh start for everyone now that there's a new man in charge, so it's great that I'm in Steve McClaren's thoughts."
I also read earlier today that Beckham may face starting as a substitute for Real Madrid. I think McClaren just trying to show us who's boss. But if he absoulutely had to drop him, could he not have waited until Michael Owen is fit to play again? It'll be interesting to see how England does on Wednesday without Beckham. I hope he brings Beckham back, because this is a sad way to end someone's international career.
