So why, surrounded by so many familiar faces, do I feel more alone than ever before...?

He's an officer in the Syriuci Military, stationed in Azanus. He and his close friend, Maes Hughes, entered in a romantic relationship, and he adopted three young girls(a pair of twins and the most adorable little 2 year old)...Things are a bit confusing I'm afraid, but I hope that helped...?

... the Hughes I know was married to a woman named Gracia, they had a daughter named Elicia together. He was obsessed with the pair of them, camera-happy and shoving pictures in everyones faces. I've got several small scars from papercuts on my nose and chin from it.

... then again, the Hughes I know was straight. And he's dead now, killed by a homonculus. Things are quite plainly very different here.

That certainly sounds like Mr. Hughes. He's like that about Suiseiseki and Souseiseki...and especially little Hinaichigo.
