He's the one who judges which circle of hell someone goes to..

I could have saved you if I knew ahead of time. My journey through the nine circles of hell and heaven took quite a while. If I would have known..Well. Still I couldn't do anything about it even then. I was sent to hell for a reason. If I didn't agree to being a gate keeper then they would have sent me to the sixth ring because I gave into my desires of seeking the stone even though the purpose of seeking it was a positive one.
