...and why part of still sucks badly enough that someone with half a brain should have fixed it by now.

The Demoman: NEEDS DESTRUCTIBLE CHARGES. Seriously. Make it so that fire, bullets, etc will set off his charges. The cheese factor of the sticky bombs is WAY too high, especially considering that if they're in place (especially somewhere you have to go), there's nothing you can do but knock them around a little bit or just run up and die on them.

The Medic: He should not be able to heal people while they're taking damage! This makes anyone the medic is healing near impossible to kill with anything but crits or other seriously heavy damage, and most medics all seem to know how to stay around corners or directly behind their healing target, so...very high cheese factor. Make it so that the target has to have been taking no active damage for 1 second (this would still allow healing of passive damage, like being on fire, but not while actively being torched).

The Spy: God, where do I start? Honestly, I think this class should just be removed from the game entirely. I'm sorry, but if you have to use things like sappers (as if the Engy's job wasn't hard enough!) or invisibility to cheat your way to victory, you don't deserve to win. The Spy is truly the ultimate troll.

The Scout: Yes, they gave him low hit points...but not that low. Speed + double jump + 2x capture speed = modest cheese. One of these needs to go. Personally, I would suggest tapering him down a little across the board (1.5 times capture speed and slightly less fast movement), then add another 25 hp or something. The Scout's not nearly as bad as the first three...but he could still use some tweaking.

The Engineer: Needs a better way to protect himself from Spies, assuming Steam doesn't remove that class from the game like they should. I might suggest being able to build an additional structure...like a radar or some other form of detector. Also, I think the Engy (being the tinker that he is) should have a more interesting weapon that a normal shotgun. Personally, I'd like to see him use a rail gun, or a clip-loading shotgun, or something like that.

I have nothing to say about the Heavy, Soldier, Sniper, and Pyro. They're balanced pretty much spot-on.
