Why is Gordon/Cobblepot such a popular pairing? Okay, they're two semi-attractive white guys who canonically interact quite a bit, so I can understand why some people would ship them.
And I can understand Gotham's take on Penguin being fangirl-bait - with the whole "amoral but entertaining bad boy with a spiky vulnerable edge" schtick he's kind of an ugly-cute version of MCU Loki. But Gotham's version of Jim Gordon couldn't generate sexual heat if he was hanging out in a hot tub with Jack Harkness.
