Step 1:
Duplicate your base and set to Screen 100%.

Step 2:
Create a new layer and fill it with #9ec9e7 and set to Soft Light 100%.

Step 3:
Create a new layer and fill it with #cccccc and set to Color Burn 100%.

Step 4:
Create a new layer and fill it with #785170 and set to Color Burn 15%.

Step 5:
Click on your 2nd layer and duplicate it and drag to the top.

Step 6:
Go to Layer>>NAL/New Adjustments Layer>>Hue/Saturation and set the Saturation to +31.

Step 7:
Go to Layer>>NAL>>Selective Color and set it:
REDS
C: -100
M: 0
Y: +20
B: 0

CYANS
C: +100
M: +100
Y: 0
B: 0

BLUES
C: +100
M: +100
Y: 0
B: 0

NEUTRALS
C: 0
M: 0
Y: 0
B: +7

BLACKS
C: 0
M: 0
Y: 0
B: +100

And you're done!
