Hoax?

I really don't see how this email can be true, but do you guys know anything about it? There is a link to a bbc site too...

For one thing, how can it be official if they're not even basically literate?? And what difference does it make if it's a forward or not? Surely Hotmail Staff would send us a proper one if this was for real?
But on the flip, if it costs me nothing maybe I should just play it safe?
