Killing Victorians for fun, but not profit

If passed, to kill a Victorian all you'll need is three different signatures, one of whom needs to of a Victorian doctor; and the victim needs to have a condition at least as serious as dandruff. Fortunately for the rest of us, the victim needs to have been a resident of Victoria for the last two years.
Although a disaster from any sane perspective, this could be an efficient way of dealing of clearing away child molesters etc. All you need is a friendly doctor (who isn't related to the scum bag), and you would have legal immunity from being charged with murder etc. And anyone trying to revive your victim risks a 5 year gaol term.
Of course, the legislation hasn't passed yet, so sanity may prevail yet.
