1. Are there any Decepticons other than Galvatron that you feel have leadership potential? Not necessarily "threats to Galvatron's rule" (seeing as how, y'know, fat chance and all), but just people you would trust to lead a task force or something.
Mmm. *thinks* Going through the likely candidates:
hidden_watcher only has a command at all because I can't work out how to take it off him. Apologies to Scourge, but I wouldn't put him in charge of anything that wasn't a Sweep. He lacks the confidence to get his followers to respect him, and in an army like this grab-bag of reprobates I'd call that a fatal weakness.
Onslaught I'd give a gun to and close my optics, as the saying goes - he's as loyal as Decepticons tend to run, dependable, capable, levelheaded and an excellent strategist/tactician. As long as he keeps that opportunist wretch
honest_merchant well under control where he belongs, I'd trust Onslaught and his team for any routine mission and indeed many things above that level.
Motormaster is highly competent within the limits of total barbarism. As a fire-and-forget weapon one can't ask for much better than the Stunticons, and he leads them well enough. Though I'd never give him any mission that needed careful handling.
The Constructicons (I ignore their byzantine internal ranking system as long as it doesn't impede their usefulness) impress me with their various abilities, but are best left in a private universe of their own. None of them could hold down a full command because they quite simply don't pay enough attention to anything that isn't green and purple.
Hun-Grr, perhaps surprisingly, is a decent commander. Takes no nonsense and gives none in return, leads by example and fears very little as far as I can tell. As with Motormaster, though, I wouldn't apply him to any situation that required subtlety.
Razorclaw - the Predacons are more of a pack than a military unit, and I don't think anyone else would take orders from him. Besides which, he doesn't have enough initiative. A good commander can react fast enough to get ahead of events again if they should overtake him, and Razorclaw is too much on the side of "wait and watch".
And Soundwave? Was demoted for very good reasons. Ravage has ten times the command potential if he only wanted to use it.
2. What do you do in your spare time? Do you have spare time, for that matter?
Answer silly questions from humans, apparently. *slight smile*
Seriously, "spare time" - as in, time spent not being required to do anything else - is not something I generally find myself burdened with. And if I do, it can be readily used up on calibration training or tactical research.
Or very occasionally on other activities that are none of your business.
3. What historical figures do you admire, from any race?
The trouble with Decepticon historical figures is that they are history, and thus in one conspicuous regard they lack the qualities that render one truly admirable. Nonetheless, I intend to look into Earthen history when I have the opportunity - and as humans can be excused for dying in certain circumstances, I might have a few answers for you after that.
4. Do you think you would be so loyal to Galvatron if you weren't, well, you? Like, not Cyclonus the Unicronian second-in-command, but Cyclonus the average-Joe-Decepticon with no prior history with the guy?

Obviously if I were other than I am, the constraints of hardware alone would make it impossible for me to feel quite as I do. But... *hesitates* insofar as your question admits of an answer, then yes. It is the Decepticon way to judge a commander by his achievements, and... *shrugs* Were I not what I am, he would still be what he is. And for that alone I would follow him.
5. Under what circumstances do you think any kind of truce with the Autobots could be reached?
*unhesitatingly* If we all faced something that needed killing more than they do.
