I'm sure you can imagine - and no doubt anticipated - my hesitation upon reading your letter. The idea of bringing criminals convicted of so massive a crime to a starbase which will have an increasingly large civilian population, including children, is more than a little alarming.
However, I agree that Nero and Ayel, as displaced persons, do fall within Starbase 69's mission statement, and it has never been my intention to provide or withhold aid based on perceptions of merit. If measures can be taken that will guarantee the safety of the station's other occupants, I believe that your proposed solution might suit everyone involved.
I'll discuss the matter with my chief of security and get input from my staff. I'll also contact the justice system on Sha'Kwai to arrange for them to forward their records regarding the prisoners to me for my review. I would appreciate copies of your notes and any profiles you may have drawn up, with due respect to confidentiality issues, of course.
Once I have access to all of the data, I should have a more concrete idea of what will and will not be possible within a week.
Thank you very much for your response. I appreciate your openmindedness and willingness to consider this proposal. Your hesitation over this matter is completely natural, and of course I will completely understand if you decide that the risk - or the potential for civilian outcry - is too great.
But I hope that will not turn out to be the case. I've already spoken with the prison administration about the possibility of a transfer, so they should have their records ready to go at your request.
I'm attaching summaries of my notes and psychological profiles of both patients. None of the information included is strictly confidential, but I would appreciate your sharing these documents on a need-to-know basis only.
Please don't hesitate to contact me if there is anything else I can do, or any questions I can answer for you. Thank you again for your willingness to work with me on this.
