"He just hoped [character] didn't welch on his other promises."
It's not welch, it's welsh, meaning to cheat someone by not repaying a debt. From a past Prince of Wales, who was notorious for stiffing people. (The irony of course, being that the Prince of Wales was in fact English.)
My English great grandmother used to recite the one about 'Taffy was a Welsh man, taffy was a thief...' and from other things she said, her implication was that the Welsh as a whole weren't to be trusted. I didn't hear the part about the Prince of Wales until I was in high school.
