There are a few of techinques for them that I used here:
1/ Stolen from clampesque's last tutorial: Gaussian Blurred white rectangle,
2/ Normal white rectangle + random letter in Decadentia [that font with a lot of flowing lines] in white,
3/ A textbox brush by arisubox.

Here are all the brushes. the ones I used are set 26, I believe. They come in imagepacks and CS2 .abrs.

^^; CS2? Darn, I guess I'll have to look for PSP ones...

Can't you select around a brush, go to the Brush menu and select 'Create brush from selection' in PSP9? I'm sure I could do that in PSPX...
If that doesn't work, you can resize and invert the colors of an image, and then paste it on a new layer. ^^;
