So far, our sorry world has seen:
-wars (there are laws about war)
-genocide (there are often laws involved in this, too)
-slavery (legalized in nearly every country on earth at some point or other)
-torture (a legal procedure in most countries at some point in their past)
-the death penalty applied to innocent people by mistake
-massive prison systems such as the Soviet gulags
The favorite answers to this question, however, appear to be the legalization of alcohol to American teenagers, the legalization of marijuana, and the legalization of gay marriage.
I couldn't tell you whether wars are worse than genocide, or slavery worse than torture. I don't know what law I would change if I could only change a single one of the laws that have led to the premature and painful death of millions. Who do you decide to save?
But I am quite sure that if I could save the Jews from the Holocaust, or stop the Inquisition from having taken place, I'd rather do that than allow 18-year-olds in America to have a drink. My deep apologies to all the 18-year-olds who apparently believe that their drinking rights are more important than, literally, anything else.
