I can vouch. The film has been making waves on the festival circuit, especially for JCVD's acting skills. They say the best sequence of all is this monologue he delivers that just brings the house down. Between him and Mickey Rourke's turn in The Wrestler, it looks like a magnum year for has-been badboy actors from the 1980's.

Interesting. I remember in the earlier part of this decade, Van Damme was in a bunch of direct-to-video movies that looked a little off from his usual fare, and they often had one or two big names that were in supporting roles (I vaguely remember Charleton Heston being in one of his movies). A friend of mine and I speculated that maybe it was Van Damme's way of widening his field and improving as an actor.
