I've been using a local internet provider for 13 months now, with no problems. I get super high speed for about $30 on a dry DSL line. They run off Bell, and I'm concerned about how "Bell will therefore be able to continue slowing the internet access it sells to smaller wholesale companies, as well as to its own retail subscribers."
However, if you do want to cut Bell's profits and get excellent customer service and high speed at low cost, I recommend: teksavvy.com
