This turned out to be a fairly sparse grid. Once I had one corner with just one digit in it, I tried to do the same in every corner.
Open question: What does anyone else use for applications, fonts, etc. when making a puzzle? I've been using Excel and MS Paint. For example, this was two spreadsheets superimposed in Paint.
