As far as John's knowledge goes, and contrary to popular belief, it goes pretty far; he knows everyone has a choice.
No one can be told to do something they don't want to do.
You can put a bullet to a person's head and it might just give them some incentive, but the person can resist.
Now when it comes to Elizabeth Weir, John has no choice, needs no incentive and can't resist anything about her.
She just has to look at him, those sparkling eyes, that beautiful smile; and the choice of John not being with her is gone.
